The Parliamentary Committee on BBI Proves Errors in the Bill Discussed at 32 Meetings –

A joint parliamentary committee considering the Kenya BBI Constitutional Amendment Bill (Amendment), 2020, has confirmed that 32 Parliamentary Bills discussed erroneous documents.

There were allegations that only 13 conventions received and discussed the correct document.

However, speaking to reporters on Friday, the committee’s co-chair, Kangema MP Muturi Kigano and Nyamira Senator Okong’o Omogeni, dismissed the allegations as minor and irreversible.

They said the report is ready and will be sent to the Speakers of the National Assembly and the Senate for consideration.

“We have taken it into account and that is affecting 32 County Assemblies and that has been captured in our report,” Omogeni said.

“There were no two copies of the Bill. There may be minor mistakes here and there but that is fine, ”added Kigano.

All members of the joint team, Kigano said, signed the report with the exception of Murang’a Senator Irungu Kangata who did not care.

Senator Kang’ata, who was stripped of his post of Chief of Staff in February this year, has expressed his dissatisfaction with the process of amending the Constitution through the BBI.

The committee issued the statement a day after the Independent Electoral and Boundaries Commission (IEBC) refused to submit separate copies of the BBI bill to all 47 counties.

In a statement issued on Thursday, IEBC Chairman Wafula Chebukati shifted the blame to the BBI secretariat saying the commission had sent to the county the same copies of the document it had received from BBI developers.

“The Commission would like to say that on December 10, 2020, it received from the BBI developers six printed copies of the draft Constitutional Amendment Bill 2020 and statements from supporters,” said Chebukati.

“The commission, after completing the verification exercise and deciding that the thresholds of one million supporters had been met, requested additional copies of the draft from the BBI mobilizers to submit to the county.

“On the same day, the BBI mobilizers sent to the commission 57 printed copies of the Bill, in which the commission submitted 47 copies to the County Assemblies,” the IEBC added.
