Treasury Cabinet Secretary Ukur Yattani on Monday had difficulty explaining how the antiretroviral distribution system found itself in a crisis that put the lives of more than 1.4 million Kenyans living with HIV / AIDS at risk.

Yattani told the Senate Health Committee headed by Senator Michael Mbito that the relevant USAID drugs were brought to Kenya without a formal participation system but the government was forced to intervene to facilitate approval and distribution.

At the same time Yattani was asked to describe the measures that the government has put in place to reduce dependence on donor funding.

Yattani also told the committee that 7 billion shillings had been set aside for the purchase of 19 Covid vaccines in this financial year and the government intends to allocate more in the next financial year to rid Kenyans of the scourge.

Meanwhile Machakos Governor Alfred Mutua, who also appeared before the committee on Covid19 financial inquiries, denied payment of unsold goods, failing to notify bidders of the results of the bidding process in violation of the Public Procurement Act , and double pay of employees.

In his defense the governor told the committee the mistakes were due to typographical errors and the county is in the process of getting the most paid money.

Machakos County was also required to account for the use of 97 million shillings for medical allowances that were not allocated and approved by the county legislature.
